Pais Clemente Manuel was born in Porto, Portugal on 9 May 1942. 

He was awarded a Medical Certificate from Porto University School of Medicine in Porto, Portugal in 1966. He served in the Armed Services from 1969 until 1971. He was a resident in surgery at Tufts University School of Medicine and Harvard University School of Medicine, both in Boston, Massachusetts, U.S.A. (1972-1973).
He served as a resident in Otorhinolaryngology at the Boston University School of Medicine from 1973 until 1977. Currently, he is a Full Professor and Chairman of the Department of Otorhinolaryngology at the Porto University School of Medicine and Chief of Service at the Hospital de S. João, both in Porto, Portugal. He was appointed Chairman of the National Council for Smoking Prevention in Lisbon (1996-2007) and Chairman of the Center for Optical Technologies in 2002 and still serves in that capacity. He is President of the Portuguese Institute of Voice since 1992, President of the World Voice Consortium since 1994. He is Board Member of the Latin Societies of Otorhinolaryngology since 2000, Past-President of the Latin Societies Of Otorhinolaryngology (2004-2006), and Vice-Secretary of this Society since 2006.
He is President of the Portuguese Institute of Tabacology since 2007.
He was appointed representative from Portugal and General- Secretary of the European Medical Association in 2006.
Also is a Board Member of SoPE (Society of Physicians Entreprenuers) since 2011. His current research areas of interest include voice disorders, rhinosinusal pathologies, breathing sleep disorders, head and neck cancer, tobacco smoking prevention, lasers and other innovation technologies and worldwide health policies. He has presented more than 900 scientific papers, more than 250 published articles in scientific journals and books and he is a member of 22 organizations. H e has been awarded with numerous medals and honours, including the National Award – Grã-Cruz da Ordem do Infante D. Henrique granted by the President of the Portuguese Republic in 1995, the Medal of Distinguished Services from the Portuguese Minister of Health in 2001, the Honour Award of the American Academy of Otolaryngology - Head and Neck Surgery in 2003, the Honour Award of the Romanian Academy of Sciences in 2006, the Man of the Year Award and the World Medal of Freedom, both from the American Biographical Institute in 2006.
